Panem is the setting for Suzanne Collins’ hugely popular dystopian book and film series The Hunger Games. Panem’s geography is generally contiguous with that of a United States that has seen sea levels risen, with its Capitol district mostly in present-day Wyoming, surrounded by 13 outlying districts (after a Civil War, information “District 13” is generally suppressed by the dictatorial Capitol). “Bread and Circuses” translates into “Panem et circenses” in Latin, a term for a political strategy to keep people satisfied with political leaders (feeding them cheaply—bread—and keeping them entertained—circuses).
