There are three similar terms that are often confused: lying in state, lying in repose, and lying in honor. According to Donald A. Ritchie from the Senate Historical Office:
When a member of government dies, if their casket is on display in a government building — including the Capitol — they lie in state. If their casket is in any other building, they lie in repose. If the person is not a member of government, they lie in honor.
The three private citizens prior to Billy Graham who had been given this honor: U.S. Capitol Police Officers Jacob Chestnut and John Gibson (who died in a 1998 attack) and Rosa Parks.
Billy Graham was a noted Baptist preacher who held sermons on radio and television and was also noted for being against racial segregation and providing religious advice to Presidents from Harry Truman to Barack Obama; Graham was even invited to England on many occasions by the Royal Family.
