In Secretary Seward’s defense, he said this because he wanted the Union to achieve more military success prior to issuing the proclamation, lest it be viewed as the last resort and “a cry for help”. His pleas succeeded. Lincoln waited until after the Battle of Antietam stopped the Confederate advance upon Washington to issue the Emancipation Proclamation. The preliminary proclamation was issued on September 22, 1862, finalized on January 1, 1863.
