The four slave states who did not declare secession during the Civil War were Maryland (42nd in area), Delaware (49th), Kentucky (37th in area; 1792), and Missouri (21st in area; 1821).
Of course, West Virginia became the last “slave state” admitted to the Union during 1863; however, the West Virginia legislature abolished slavery completely, ratifying the 13th Amendment in February 1865.
The 13th Amendment abolished slavery throughout the United States on December 18, 1865.
